RAFFOUL HEALTH, SAFETY AND ENVIRONMENT MANAGEMENT SYSTEM


RAFFOUL Nigeria Ltd. has a holistic HSE Management System in place; the HSE Management System describes the policies, procedures, programs and standards in place for Managing HSE performance in all projects. This system helps to manage potential Hazards that are associated with the execution of this project being handled by RAFFOUL. In order to maintain and assure our client on how RAFFOUL intends to execute this project, the safety of equipment, people and the environment will be adequately protected.


RAFFOUL is convinced that Health, Safety, and Environment should be preserved, thus the global concern on Health, Safety and Environment. In preparing for a project, RAFFOUL reviews in details the scope and the level of the project, to ensure that identifiable hazards and control measures are put in place, so as to ensure that RAFFOUL HSE objectives and those of the client are accomplished.


          AIMS AND OBJECTIVES:

Aims and Objectives of RAFFOUL Nigeria. . LTD.  HSE-MS can be achieved through the implementation of positive measures such as the under listed:


 HSE Training:

Basic minimum HSE training and specialized HSE training in line with client standards HSE training requirements will be given to all the project staff.


 Ensuring that journeys are managed properly using a sound journey management system, which is in place for all its Land operations.


 Ensuring that adequate Health Scheme is in place in line with our clients’ requirement.


 Ensuring that personnel are not only issued with the right PPE’s, but do make use of the issued PPE’s for the intended job as specified.


 Ensure proper investigation and follow up of accident near-misses and report findings to Project Manager and Client representative.


 Proper Hazard Management System in line with client’s Hazard and Effects, Management Process.


 Ensuring that proper Waste management procedure is in place.  


RAFFOUL HSE TARGET


Raffoul target for this project shall include the following:

 Zero fatality.

 Zero security incident.

 Zero fire incident.

 Zero LT1 (Lost Time Injury).

 Zero Near miss incident.

 100 Hazard Management Returns.

 Zero road transport accident (RTA).

 100% IVMS (In-vehicle monitoring system) decoding on monthly basis.

 100% tracking of waste generated and disposed on site.

 Zero Epidemics.


VISIBLE MANAGEMENT COMMITMENT TO HSE


RAFFOUL Nigeria Ltd’s management recognizes the fact that there can be no meaningful progress without strong management support.  We therefore regard HSE as part of line managers’ daily responsibilities alongside schedule financing, productivity and morale.


The Managing Director and the General Manager visit work areas regularly to monitor HSE, wearing the required P.P.E., and discussing HSE with employees and carrying out audits.


The company management holds her HSE meeting quarterly and HSE is also an important agenda on all business meeting.  Serious disciplinary action is usually taken for serious and repeated breaches of HSE rules.


Line supervisors are empowered to stop work if they feel that the work is not safe.  Adequate funds are always allocated for the creation of safe working conditions.


Good HSE performance is always rewarded and the HSE department is fully staffed with not only experienced personnel but also competent ones.


It is the management’s responsibility to ensure that all employees are properly equipped and trained, and to motivate them to work safely.


The right attitude is the key to progress.


HEALTH, SAFETY AND ENVIRONMENT (HSE) POLICY


This policy addresses the community affairs, safety, health, environment and security risks to our operations; and the potential impact on our host communities; with strong management commitment at the highest level.  This policy reflects good working practices and shall be made mandatory.


Therefore, it shall be our policy to:


  1. Continuously pursue the goal of no harm to people and the environment.



  1. Have continuously a mutually beneficial relationship with our Host Communities by identifying and being sensitive to the needs and concerns of our Host Communities.


  1. Preserve the integrity and security of company’s assets.



The implications of this policy are that:



As HSE remains the responsibility of each and everyone of us, every employee and contractor employee must plan and perform his work in accordance with this policy, this policy shall be a high level document, clearly understood by all staff, distributed to all and we shall all be guided by this policy.
